FAJAR.CO.ID, JAKARTA – The Ministry of Finance officially provided legal certainty regarding additional income for retirees through the issuance of Regulation of the Minister of Finance (PMK) Number 13 of 2026.

This regulation is the main legal framework that regulates the technical implementation of the payment of vacation allowances (THR) and the 13th salary of state civil servants, including retired civil servants (PNS), the TNI and the Polri.

This measure was taken by the government as part of its commitment to maintaining the purchasing power and well-being of civil servants after the end of their mandate.

Having successfully distributed the THR during the March 2026 period, the focus is now on preparing for the disbursement of the 13th salary which is expected to fall next June.

Legal basis and budget sources

PMK number 13 of 2026 is presented as a technical orientation eagerly awaited by the public, especially on the information channels of the state apparatus.

This rule not only regulates the timing, but also highlights the source of funds. Through this regulation, the government emphasizes that all components of the THR and the 13th salary come entirely from the state revenue and expenditure budget (APBN).

The issuance of this PMK also has the function of creating transparency in the budgetary mechanism. The government wants to ensure that the procedures for disbursement and distribution of funds are more orderly, more precise and avoid the risks of administrative errors which often occurred in previous years.
